Under Dáil privilege last night Deputy Matt Carthy alleged the Higher Education Minister told journalists about the proposal of appointing Katherine Zappone to a UN Special Envoy role.
Minister Harris has denied the allegation. Deputy Carthy spoke to the Joe Finnegan show about it.
