Responding to local TD Niamh Smyth he said an improvement in roads could mean an increase in bus services and better transport links.
There are regular calls for more investment in the road network in Cavan and Monaghan, due to the lack of public transport options and the number of HGVs travelling from local businesses.
Cavan and Monaghan received a combined €29.6 million for local and regional roads earlier this year.
Minister Ryan says counties like Cavan and Monaghan will see "precedence" when the next allocation is being decided:
