Cavan has been ranked third and Monaghan made in to the top 10 of Ireland's cleanest towns and cities, according to the Irish Business Against Litter.
The study reveals PPE litter is on the decrease, but the prevalence of coffee cups on the nation's streets warrants action such as a levy.
The report also highlighted how the Bring Centre in Cavan was not just very clean and tidy but "exceptionally well presented and maintained".
Meanwhile, Abbey Street was not only clear of litter, but a very fresh impression prevailed throughout.
The report added that while Main Street had been let down in previous surveys by litter in the basements of a few properties, this was not the case this time round.
It was a freshly presented and well-maintained environment.
"There was a notable improvement at two sites which had been poor in previous surveys and these include the laneway from Main Street to Tesco Car Park and the derelict site at steps opposite James Connolly Street.
"Considerable work has taken place at both of these sites," added the judges.
And according to the survey, there has been "a further improvement for Monaghan town".
"All three of the approach roads surveyed got the top litter grade and this set the high standard for almost all of the remaining sites surveyed," the survey revealed.
"Other top ranking examples included The Diamond, the residential area of Limegrove and Peter's Lake - the latter is a lovely waterside feature, surrounded by grass.
"By far the most heavily littered site was The Diamond Centre - a persistently littered site over many previous IBAL surveys.
"It is in sharp contrast to the rest of the town."
