It will take at least three years for refuge spaces to be delivered in Cavan and Monaghan.
The Justice Minister Helen McEntee says the new 'zero tolerance strategy' published yesterday is just the first step in tackling domestic, sexual and gender based violence.
Under the new strategy, places in women's refuges will rise from 141 to 282.
Cavan and Monaghan are two of nine counties that have no refuge spaces.
However, there are plans to deliver 19 refuge units across Cavan, Monaghan, Roscommon, and Leitrim.
