A telecoms operator says it's preparing to apply for permission to construct a mast in Rossmore Park.
However, the plans have come in for criticism from local Councillors and some in the community.
Cellnex Ireland says the areas around the Monaghan town forest have been identified as a coverage blackspot.
The company has confirmed to Northern Sound that it is set to apply for permission.
The company says it has written to local residents to explain the plans and is committed to an open dialogue.
Coillte had previously said it had been approached such a development in the park.
However, the plans were met with opposition at this week's meeting of the local municipal district.
Councillors were unanimous in opposing the mast in the current planned location.
MD Chair Seamus Treanor said the council had spent over €2 million refurbishing traveller accommodation in Gortakeegan and a "massive" mast could then be built "on top of their heads".
While Councillors were told the Municipal District cannot object to the application, Councillors individually can.
A planning application has not as of yet been placed with the County Council.
