The Taoiseach says he's unable to guarantee Ireland's corporate tax rate will stay at 12.5 percent.
Ireland has refused to sign up to an OECD agreement to have a global rate of at least 15 percent.
But the deal hasn't been finalised yet, and government is still in negotiations with the group.
