Monaghan GP Dr Illona Duffy says details of the contract were already in the public domain when the Tánaiste shared the document with the head of a rival doctors' group.
She says the leaking of the document should not have happened but much of its contents were already in the public domain as GPs were being asked for their opinions on it.
