Silverhill Foods has been refused permission for an expansion to its Emyvale site.
Monaghan County Council approved plans last year, but Inland Fisheries Ireland successfully appealed the decision to An Bord Pleanála.
The application was to construct a part single storey/part two storey factory to incorporate chilling plucking and processing areas, as well as office space.
It was also to incorporate the use of a shortage shed as an offal processing facility.
Inland Fisheries Ireland appealed the decision saying there wasn't sufficient information in the application to ensure it wouldn't have a negative impact on local habitats.
It added that there was a lack of information on the planning file regarding Monaghan County Council's final assessment of further submitted information, and that information regarding wastewater management is not in line with the current IED licence and EPA assessment.
An Bord Pleanála sided with IFI in refusing permission.
In its decision, the planning authority said that given the scale and nature of operations, and the information provided, that the Board wasn't satisfied the development wouldn't have a significant impact on the environment.
