Seven social houses are due to be delivered in Ballybay by 2023.
The works, in Cornamucklaglass, Co Monaghan, would see the demolition of four units and the construction of seven new homes.
These will consist of three, two-bed townhouses and four, two-bed bungalows.
Part 8 planning has been lodged, with "An Clós" being put forward as a possible name for the new estate.
Some councillors at a recent Ballybay-Clones MD meeting asked that the place name is in both Irish and English.
The Council plans to go to tender for the works in the coming weeks, with hopes that a contractor will be on-site in the first half of 2022 and works are set to be completed by early 2023.
Councillor Hugh McElvaney remarked that the Housing for All plan seems "optimistic" if Monaghan's contribution is seven units in Ballybay by 2023.
