It was put to the leader of the country that Monaghan parents are frustrated by the "snail's pace" of government progress. 

Parents who have children at home because they have no school or respite place, have been left in bureaucratic limbo.

After a parent questioned the decision to refuse her child respite she received a letter informing her that her eldest child does, in fact, qualify.
