Regulations have been signed for a Deposit Return Scheme for plastic bottles and aluminium cans.
They'll come into force next year.
Today's move allows Environment Minister Eamon Ryan to approve a scheme operator.
The regulations also set out the obligations of producers, retailers and return point operators under the scheme.
Carrickmacross was the first town in Ireland to implement such a scheme with the reverse vending machine in the Market Square shopping centre.
The machine recycles plastic bottles and users are given a 10 cent voucher for every bottle they deposit in it.
