The recruitment process for staff for the Carrickmacross Group Home is underway.
The HSE says the project, which was first announced in 2006, will open before the end of 2021.
In response to question from Councillor Colm Carthy, Monaghan County Council says the health service has informed it that a Director of Nursing has been appointed, and that a process to recruit additional staff began four weeks ago.

The HSE is currently preparing a communication plan with proposed residents and their families to ensure the proper sharing of developments going forward.
The centre for people with physical and sensory disabilities was due to open in 2019, but was delayed because of funding issues.
