A property developer has lost an appeal to build 25 apartments in Monaghan town.
An Bord Pleanala made the ruling after Monaghan County Council refused the original application last December.
JCEP Developments proposed a mixed use residential/commercial development on a vacant parcel of land at the rear of numbers 6 and 7 The Diamond, between The Diamond and the council carpark.
It was to consist of 25 apartments across two blocks, linked via a landscaped courtyard garden with lower level office space beneath.
In December 2019, Monaghan County Council refused planning permission on seven grounds.
That the buildings had potential to prejudice the design and delivery of access roads as part of the Dublin Street Regeneration Plan, that it was considered piecemeal to other developments in the plan, concerns over a lack of space in the apartments and offices, a lack of car parking, a lack of bin storage; and that the site is within a zone of archaeological potential.
JCEP Developments brought an appeal against the decision to An Bord Pleanala, arguing that the ruling was unjustified.
In its decision, the planning authority said the lack of parking within the plan, and the archaeological potential of the area were the reasons for the refusal.
Concerns over the Dublin Street Regeneration Plan were noted, however it was said the development would not be inconsistent with the future of the area.
