Plans for a phone mast in Rossmore Park have been refused.
Cignal Infrastruture was seeking to construct a 39 metre mobile and broadband town in the Monaghan town forest.
It was claimed that a mast was needed because the areas around the Coillte-owned land had been identified as coverage blackspots.
The application was submitted in March, but was delayed as the local authority wanted additional information on the proposal.
23 submissions were received in opposition to the plan, and among other details, Cignal was ordered to respond directly to each concern.
Monaghan County Council this week ruled to refuse permission for the project.
