Plans for extensions to Abbott's plant in Cootehill have been appealed to An Bord Pleanála.
Among the works the pharmaceutical company had been granted permission for a warehouse extension with a new laboratory area, office space and staff facilities.
Monaghan County Council had granted planning permission for the development last month.
Works would also include a tower extension to facilitate ingredient storage and loading and this extension would be positioned alongside existing towers at the site.
A bicycle shelter, car parking and electric vehicle charging points were also planned.
The development has now been appealed to the planning board by John Morehart of Bellamont House in Cootehill.
An Bord Pleanála has until mid-September to make a decision.
