Part 8 planning has been approved for a "Destination Town" public realm scheme in Cavan Town.
The Council's Director of Services says the project will ensure people come and stay in Cavan Town, but concern was expressed about parking spaces being lost as a result of the works.
Planning approval for the project was proposed by Councillor John Paul Feeley, who said the works will showcase the Town Hall, and seconded by Madeline Argue.
Funding for the scheme comes through Failte Ireland's "Destination Town" scheme, which seeks to improve the attractiveness of town centres and make them greener and more pedestrian friendly.
It will see an expansion to the Rose Garden by the Town Hall, alongside upgrades to the existing toilets by the Tesco's car park, something Madeline Argue said would be very welcome.
The carpark across from the Town Hall will also be reconfigured to allow the use of a temporary mobile stage for outdoor music and theatre performances.
This mobile stage can be transported across the county to facilitate outdoor performances in other towns.
However, the plans will lead to a reduction of 15 car parking spaces by the Town Hall.
While councillors raised concerns about a reduction in car parking, Director of Services Brendan Jennings noted that it is a "matter of fact that there is ample parking in the town".
He added that the Council "got the funding off the back of creating green spaces" and that prioritising parking does not fulfil this criteria.
He said councillors "should not let a few spaces prevent us from doing this" and added that this is "one of many initiatives for Cavan Town and we have to look at the big picture".
