Monaghan County Council is continuing to advance proposals for the regeneration and development of lands to the South of Dublin Street. The project targets regeneration of the backland area’s to the South of the Dublin Street that will serve as a catalyst for future town centre public and private investment. Following the submission of a planning application for the Dublin Street South scheme in Q3 2022, An Bord Pleanala issued a further information request on the project proposals in Q1 2023. Following receipt of this request, Monaghan County Council carried out a comprehensive review of the development proposals in an effort to address the issues raised by ABP.
The review incorporated further consultations with the Department of Housing, Local Government and Heritage, the engagement of additional architectural and public realm consultants, and direct engagement with property owners in respect of buildings that immediately adjoin the existing and proposed connections between Dublin Street and the new backlands quarter. The revised planning submission was issued to ABP on the 5th of December 2023. The council intends to provide a presentation of the amended scheme proposals to elected members of the Monaghan Municipal District at this month’s meeting.
Engagement and negotiations with affected property owners has been ongoing and will continue in 2024. The council recently reached agreement to acquire 4 properties within the scheme area. It is expected that the contracts for purchase of the properties will be finalised in early 2024. Detailed designs for the proposed Dublin Street South scheme are substantially complete and are scheduled to be finalised following ABP’s planning decision.
