Glanbia has been granted revised planning permission for a new milk dryer in Virginia.
It was originally granted approval by Cavan County Council in 2019 but that decision was appealed by local residents.
Glanbia had applied to build a new 42m high dryer plus a two storey building, as well as a new entrance onto the N3 and other works.
The plans were approved, subject to conditions, by Cavan County Council last year.
However, it was appealed to An Bord Pleanála by local residents Ian and Sinead McMahon and others.
In their submission to the Board they said the six storey dryer was planned for an elevated site, which would "give the impression" of it being much larger and it would overlook and overshadow their homes.
They also said the development would lead to an increase in traffic on the N3, claiming there would be a 50 per cent increase in vehicle movements.
Glanbia did not respond to the submissions made within the applicable timeframe but Cavan County Council said the facility has been in existence since 1971 and justification of the height of the dryer had been submitted to it.
It says while there would be an increase in traffic, a reduction in the number of entrance and exit points at the plant would see an improvement in road safety.
An Bord Pleanála granted approval for the project, subject to a number of conditions.
Glanbia had previously said it did not intend to build the dryer but had applied for planning permission as part of its contingency planning.
