There have been calls for more investigations into where people in Monaghan are disposing of their rubbish.
Councillors told the October meeting that there has been an increase in reports of illegal dumping locally, and bogus water collectors recently.
Fine Gael's Sean Gilliland said more questions should be asked of those without waste bins, including checking waste disposal receipts of households.
Councillor Cathy Bennett, who raised the issue, said collectors should have to produce permits and license numbers.
