This week's meeting of Cavan County Council heard there are no service sites "ready to go" in the county.
Senior Engineer John Wilson told those gathered on Monday that the local authority is still undergoing an economic review of the matter.
He said that when infrastructure like water, sewerage and lighting is factored in, the cost of servicing the site is in the region of €50,000.
Mr Wilson pointed out that the Department is currently providing €30,000 but that meant a shortfall of €20,000 to the council.
He added the Department was "addressing the issue" and that would prove helpful going forward.
