A motion calling on Bus Eireann to reopen the bus station facility in Cavan town was put forward at a recent local authority meeting.
Cllr Madaline Argue told those gathered that the station has been closed since January 2020.
However, buses are running as normal from Cavan, despite this.
She added that people using the bus service were being forced to wait outside in all weathers with no access to toilet facilities or food.
The meeting heard that Bus Eireann had informed members that the closure was a "contractual matter" and was not its responsibility.
Meanwhile, Cllr Peter McVitty seconded the motion.
He said it was a "ridiculous" situation to see people waiting for a bus - in this day and age - with no shelter and unable to "get a bite to eat".
He added it was a local matter that required urgent attention.
