A motion was brought forward by Cllr Colm Carthy to this month's meeting of Monaghan County Council following the recent RTE Prime Time special on baby organ retention.
Families from Cavan and Monaghan spoke on the programme about how organs were removed from their babies after they died without either their knowledge or consent.
Cllr Carthy says that after he had discussions with some of the families impacted, he realised that change is needed within the HSE in relation to way it's dealing with the matter.
He says his motion - which was unanimously accepted during last week's proceedings - has all the ingredients needed to effect that change.
He added how it will be sent to local authorities across Ireland so that the support required to direct policy on the issue can be gathered.
