Monaghan County Council spent over one million euro last year on "litter related activities".
This includes spending on street sweeping, skip hire, maintenance, litter wardens, and awareness campaigns and education.
There was also a 45% increase in the number of litter fines issued last year.
The figures were released within the Draft Litter Management Plan for 2021 - 2023.
It revealed that more than one million euro was spent on litter related activities last year, with 758-thousand euro of that going towards street cleaning and scavenging.
Meanwhile, 200 litter fines were issued last year, a 45% increase on 2019.
Councillor Paudge Connolly asked how many of these fines came about as the result of CCTV.
The Council's Litter Plan for 2021-2023 includes an objective to "utilise CCTV as an enforcement and deterrent measure", and the Council's Environmental Awareness Officer, Sharon Finnegan, said there were three mobile units in operation to tackle littering.
The Litter Plan also notes dog fouling and illegal dumping as "issues of concern" and includes objectives to raise awareness on these issues.
Elsewhere, Seamus Treanor called for people fined for littering to be "named and shamed", and also called for littering fines to be increased to €1,000.
