Monaghan County Council has passed a motion calling for an immediate government directive to be issued to Eirgrid to stop all works on the North-South interconnector.
The motion was brought forward by Councillor Seamus Coyle, and it states that an independent report into the technical feasibility and cost of undergrounding the interconnector must be carried out before the signing of any contracts.
However, Councillor David Maxwell warned that the councillors "are not being listened to" and said that he "cannot see how we are going to stop it going ahead".
The North's Infrastructure Minister Nichola Mallon recently approved the northern section of the project which paved the way for construction to begin.
