Monaghan County Council has called on the Health Minister to legislate for a "soft opt-out" system for organ donation.
Ireland is one of several EU countries that don't implement the "opt-out" system.
The 'opt-out' system is one of "presumed consent", where someone would have to request to "opt-out", as opposed to the current system where you have to "opt-in".
The motion was passed by Councillor Colm Carthy, who first raised the issue in 2017.
Minister Stephen Donnelly previously said he intended to legislate for an opt-out system this year.
Councillor Carthy's motion calls for the proposed legislation to be passed through the "Oireachtas without further delay".
