Work is progressing on the southern sections of the project but no planning has taken place on the northern sections.
That led to criticism from Monaghan Councillor Paudge Connolly recently who questioned why little had been done.
However, Waterways Ireland CEO John McDonagh told Northern Sound that his organisation has not yet been given a mandate to progress the northern section.
That must be given by the North-South Ministerial Council before work can progress.
