The Minister for Justice says mechanisms to allow Gardaí share information relating to the Monaghan Bombing "should be in place by the summer".
Today marks 48 years since 33 people were killed in four blasts in Monaghan and Dublin.
It was the single largest loss of life during The Troubles.
The Justice Minister was brought before the Seanad by Senator Robbie Gallagher after the Justice for the Forgotten group said Gardai weren't given their full co-operation to the Operation Denton investigation and were treating it as a review.
Helen McEntee says it was a legal issue and is in the process of being resolved.
