The terms of reference for the Commission of Investigation into allegations of abuse in schools run by religious orders need to be agreed with survivors, Deputy Matt Carthy has said.
The Cavan-Monaghan TD also told Shannonside Northern Sound the State, which means the current government, "has a duty to survivors to right this wrong".
Three schools in the Northern Sound region were named in a scoping inquiry into historic sex abuse.
One allegation of abuse was made against St Louis Primary School in Clones.
In Cavan, five allegations of abuse against two alleged abusers were made against De La Salle National School and three allegations against one abuser in St Norbert's College, Kilnacrott Abbey were also made.
Over 2,400 allegations, involving 884 alleged abusers, at over 300 schools around the country were included in the report.
Deputy Matt Carthy said it's imperative the terms of reference for the investigation are got right from the outset:
