A local Fianna Fail Councillor says every member must make their own decision on supporting the Programme for Government.
Monaghan's Seamus Coyle has informed party leadership that he'll reject the deal because it doesn't mention halting the North South Interconnector.
He had written to Micheal Martin during the negotiations asking that Fianna Fail's opposition to the use of pylons be made clear in the plan.
Speaking to Shannonside Northern Sound, Seamus Coyle said he won't be trying to influence how others vote.
