Local farmers are in crisis because of "tokenism and inaction" in three Government departments, according to a TD.
The lack of peat harvesting has again been raised in the Dáil with claims livelihoods are being put at risk.
Changes to regulations around peat harvesting last year have impacted on the supply of peat moss, which is frequently used in the horticulture sector.
Junior Agriculture Minister Martin Heydon said the Government is "determined" to work with farmers and businesses as they transition to alternatives.
However, local TD and Sinn Féin agriculture spokesman Matt Carthy said it could be 10 years before the alternatives are viable for businesses.
He said smaller farmers were encouraged to diversify into horticulture and their livelihoods are now being put at risk.
