The Co-Ordinator of the Carrickmacross-Castleblayney MD says he doesn't know what can be done to stop people taking dog fouling bags "in reams".
As a recent MD meeting, Councillor Colm Carthy said bins offering free dog fouling bags were not being re-filled.
However, MD Co-Coordinator Damien Thornton said the bins are being re-filled with bags but people are "taking them in reams".
He highlighted one instance where a "women took them all".
While Councillor Carthy said it was "unbelievable that people think they can take them all", he added that he knows of some bins that haven't been re-filled in months.
