More inpatient mental health facilities need renovating or relocation to reach compliance similar to Blackwater House in Monaghan.
A report, written by Dr Susan Finnerty, inspector of Mental Health Services, found problems with physical infrastructure, with some centres unclean to an "unacceptable" degree.
There were a number of issues with overcrowding, and lack of privacy.
Chief Executive of the Commission John Farrelly said centres that were non-compliant in 2019, including the adult mental health unit in Sligo, and Blackwater House in Monaghan, have all since become compliant largely because they have moved into new purpose-built centres.
He says this saw compliance increase from 20 services out of 65 in 2019, to 36 services in 2020.
However, increased funding will be needed to address the shortcomings in a number of centres, as well as ensuring adequate safety from the impact of Covid-19.
