The inclusion of Cavan in tourism marketing for Ireland's Ancient East "stretched credibility", according to a review by Fáilte Ireland.
A Freedom of Information request by Ken Foxe, of Right to Know, obtained minutes of a board meeting in November of last year that expressed "concern" about the Ancient East brand, because it was "too large".
The minutes of the meeting revealed similar concerns about the inclusion of Offaly and Westmeath.
At that same November meeting, Fáilte Ireland "approved the evolution of the boundaries" of the Hidden Heartlands brand.
Previously, Co Cavan was divided into different brands, with west Cavan under the Hidden Heartlands umbrella and east Cavan under the Ancient East brand.
The move saw all of counties Cavan, Westmeath, and Offaly, and part of Tipperary, move to the Hidden Heartlands brand.
