The HSE could be sued by the victims of sexual abuse at a Donegal care home, according to a leading solicitor.
18 residents, with intellectual disabilities, were abused by a service-user between 2003 and 2016.
A review, published yesterday, found staff and management had 'full knowledge' of the incidents.
