Over the past 12 months homes in Cavan on average rose by 6% and 5% in Monaghan.

The latest figures for November show a record 15,199 people homeless, including 4,658 children.

The Independent candidate says he never thought he would see the day that people would be sleeping on the streets of Cavan and Monaghan.

A decision on the new development is due in January.
