A Co Monaghan residential service was found to be "not compliant" in the area of staffing during a recent announced HIQA inspection.
Camphill Community Ballybay provides care and support for 17 adults with intellectual disabilities.
Camphill Community Ballybay was subject to the HIQA inspection in September of last year and was compliant in every area except staffing.
Overall, the inspectors found residents enjoyed a good quality of life and their "interests and wishes were acknowledged and supported in a broad range of activities".
However, while there were "sufficient numbers of staff on duty", the inspector said "an appropriate skill mix was not in place".
The inspector added that "funding for additional required posts had not been secured" at the time of the inspection, which led to a "reliance on volunteers to provide some of the care and support to residents".
The inspection report noted that the provider had previously identified this as a "risk" and stated this "was no longer the case in their annual review in April of 2021".
In response, Camphill Community Ballybay said "negotiations have been ongoing at national level for the release of the agreed funds".
It added that the "organisation is in the process of restructuring its frontline teams", which will result in the House Co-ordinator spending more time on shift supporting residents and mentoring staff.
Social care workers will also "take on greater responsibility within their scope of practice".
Meetings were held with local staff teams in November and this process has since commenced.
Additional relief posts have also been approved to ensure the appropriate skill mix can be deployed for periods of permanent staff absence.]
