The Sunday Times reports the move was made after an upsurge in threats to kill members of the government and opposition parties by far-right extremists.
The Department of Justice was informed of the development in a private letter sent to the Minister Helen McEntee.
Garda Commissioner Drew Harris sent the letter after consultations with his officers in the crime and security intelligence service.
It's claimed Garda HQ now considers far-right extremism to pose a more serious threat than international jihadist terrorism and violent dissident Republicanism.
The reassessment is now expected to result in the government adopting specific measures to tackle the problem.
