The former Monaghan GAA manager is seeking planning permission to convert a pub and nightclub to a commercial and residential unit, including 16 apartments.
Seamus 'Banty' McEnaney is seeking to covert the derelict site on 35 Park Street in Monaghan Town "that has been vacant for a number of years".
The new development would include eight 2-bed apartments, eight 1-bed apartments, and a commercial unit.
The application says the apartment scheme would "revitalise Park Street" and "strengthen and enhance the community of Monaghan Town".
The works would require the alteration of the existing building, including elevational changes and an extension to the side, with a decision expected in early September.
