The Department of Agriculture says Bovine TB remains particularly high in Cavan and Monaghan.
Its annual report shows the disease is at its highest level since 2009, with 22,600 reactors detected last year.
Cavan, Monaghan, Louth and north Meath continue to have the highest concentrations in the country.
