The denial of access to the Morton report is a knock to families of victims of the Monaghan bombing.
A court has ruled that a review of RUC Special Branch compiled by MI5 at the height of the Troubles nearly 50 years ago will not be released.
Both campaigners and bereaved families had hoped the report could shed light on alleged collusion between Special Branch and loyalist paramilitaries.
