A contractor will be appointed this week to carry out health and safety works to an unfinished housing estate on the Old Ardee Road in Carrickmacross.
While seven units are complete at Close Drummond Estate, work has ceased on other properties.
Local Cllr Noel Keelan told a recent MD meeting that it is an "absolute state" and called for the hoarding to be replaced.
MD Co-Ordinator Damian Thornton told the meeting a health and safety audit has been carried out and Council engineers have sought quotations and a contractor should be appointed this week.
