Concerns have been raised about the consultation process regarding the developments at Lough Muckno.
Sinn Fein's Noel Keelan told a meeting of Monaghan County Council this week that members of the public were unhappy with the way it was carried out.
He called for greater awareness to be raised about it online and in local media.
He added the important focus now was on the willingness to move forward with a feasibility study.
Responding to the concerns, the executive argued that the consultation had been widespread and in depth.
Councillors were told that as part of the feasibility study on the area, another consultation would be carried out giving the community ample opportunity to offer feedback.
It was also highlighted that there are people against the project in the area.
