Coillte has been criticised for its lack of involvement in upgrade works at Rossmore Forest Park.
Monaghan Municipal District and Coillte signed a Memorandum of Understanding over five years ago around upgrades and improvements that would be carried out in the park.
However, Councillor Seán Conlon has criticised the state agency, saying it has put no money forward for works.
Speaking today he said the toilet block was built 50 years ago and needs improvement.
He says a new visitors centre, including a restaurant, toilets and information area should be built.
He says Coillte already invests in a number of its other parks across the country.
