Cignal Infrastructure has been ordered to respond to each individual objection made on plans for a proposed mast in Rossmore Park.
A decision on the planning application was due yesterday, but has been postponed.
The telecommunications company is intending to build a 39 metre mobile and broadband tower in the Monaghan town forest.
It previously claimed that a mast is needed because the areas around the Coillte-owned land had been identified as coverage blackspots.
A decision on the application was due yesterday, but Monaghan County Council paused it to allow for additional information to be submitted.
In documents published online, it was highlighted that issues had been raised concerning health and safety, the proximity of homes to the mast, visual impact, biodiversity and details of the applications.
23 submissions have been received in objection to the plans. This includes two local councillors, nearby businesses, residents of adjacent Traveller accommodation, the Friends of Rossmore Park group and a residents association representing 121 people.
Planners said that for the application to be considered, Cignal should respond to each objection individually and their respective issues.
Separately, the developer will also need to prove that the proposal will not unduly impact on Rossmore Forest Park's visual amenity, and justify that the mast won't unduly overshadow or overbear on surrounding residential land, specifically the halting site 200 metres from the mast's location.
Cignal Infrastructure has six months to compile the relevant information, or the application will be declared withdrawn.
