Sinn Fein will table a private members bill today to highlight what the party describes as "the terrible situation Ireland's health system is in".
The Bill will also attempt to put forward "real solutions" to ease the crisis.
Cavan Monaghan Sinn Fein TD, Deputy Pauline Tully, says the Government has failed to tackle the cost of living and housing crisis, and this is forcing healthcare workers to emigrate while others are being prevented from returning home.
She added that the Minister for Housing, Local Government and Heritage, Darragh O'Brien, has failed in his role.
Meanwhile, a recent survey carried out by the INMO found that 65% of nursing graduates are strongly considering emigrating due to the cost-of-living crisis.
