A Cavan doctor says a failure in Government communication has led to an increase in Covid-19 cases.
Niall Collins says the likelihood of a second wave should have been highlighted when the country was exiting the first lockdown.
He said there needs to be a proper long-term plan put in place so that people will co-operate with any future lockdowns.
The Cavan town GP says you can't blame people for how they behaved as restrictions eased.
He added that the government needs to publish a long-term plan on how the health service can cope with waves of Covid-19.
After an outbreak in Cavan General Hospital a number of weeks ago, GPs in the locality were asked to only refer emergency cases.
He said there should have been measures put in place to make sure hospitals could share the workload and not be forced to turn away patients.
Niall told Northern Sound News the HSE should have had a plan in place for outbreaks in hospitals.
