Last week, Environment Minister Eamon Ryan said he'd given council bosses three weeks to use the 129 million euros unclaimed from 2021 allocations.
In 2021 Cavan County Council was awarded 2.3 million euros for walking and cycling projects throughout the county.
During that year, 33 projects were completed to a value of 1,323,000 euros.
A council spokesperson said that as these works were carried out against the Covid-19 pandemic, it brought associated challenges and left 987,000 euros unspent.
This has been carried over to projects for 2022, which is split into category one projects that will be completed this year, and category two projects which are specialised and complex schemes that require design input.
Consultants have been appointed for all these schemes.
The Council says it must follow due process in line with NTA guidelines, and issues within staffing in the construction industry and spiraling costs have added to difficulties.
In a statement to Northern Sound News, Cavan County Council said it is committed to delivering Active Travel schemes now and in the future in making a real difference to the modal shift from the car to walking and cycling.
