Cavan County Council is seeking a meeting with the Agriculture Minister regarding the backlog of the Local Improvement Scheme in the county.
The county recently received just under €290,000 of funding for the scheme, an increase of €20,000 on the year previous.
However, Councillor John Paul Feeley says the funding "will barely keep pace with construction inflation".
The LIS, which is under the remit of the Department of Rural and Community Development, provides funding for the improvement of non-public roads which are often used for agricultural purposes.
Councillor Peter McVitty told a recent Cavan County Council meeting that no single Department is capable of addressing the backlog within the county, that stretches back over a decade.
He passed a motion calling for a meeting with Agriculture Minister Charlie McConalogue because many of the people who apply for the scheme are farmers, as well as a meeting with the Minister for Transport and the Minister for Rural and Community Development.
Councillor Winston Bennett seconded the motion, saying farmers offer employment in the county but get nothing in return.
Elected members at the County Council meeting were told that "significant funding" is required to make inroads into the backlog, as there was only enough funding for four roads last year.
However, John Paul Feeley voiced concerned that the motion would send the Council on a "wild goose chase" and deflect attention away from the Transport Minister, Eamon Ryan, and the Minister for Rural and Community Development, Heather Humphreys.
And in a statement to Northern Sound, Councillor Feeley also labelled recent LIS funding a "stunt to deflect attention from the failure of Minister Humphreys", adding that it is "cold comfort to the over 220 applicants on the waiting list at present.
