A local Councillor has called for a management plan to be drawn up with Monaghan Town gardaí for when traffic lights fail.
Sean Conlon said there must be an "onus" on local gardaí to help in traffic management when the lights are faulty.
MD Cathaoirleach David Maxwell told a recent meeting that he had received several complaints last Wednesday.
MD co-ordinator Donal McElwain said these works were needed to improve the traffic lighting system.
While Councillor Sean Conlon acknowledged that these works had to happen, he added that there should be a plan in place that "kicks in" during other situations "when the lights go down".
