Local TD Deputy Matt Carthy has called on the government to allow for a Dáil debate into a report published into the death of Shane O'Farrell.
Taoiseach Leo Varadkar told the Cavan Monaghan deputy that a Dáil debate on findings of a scoping exercise carried out would not be allowed.
The report that was released in the past week has been challenged by the O'Farrell family.
Deputy Carthy said one of the most crucial questions by the family that has not been answered is why the person who was responsible for Shane's death in a position to crash into this young man, kill him and leave the scene when he clearly should have been imprisoned.
Mr O'Farrell who was 23, died after a hit and run incident by a man who was on bail and had 42 previous convictions, while he was out cycling his bike in August 2011. The local Sinn Fein TD said it's almost 12 year since Shane was killed and the Taoiseach's response to his calls for a debate is 'disingenuous'.
Speaking in the Dail the Monaghan native appealed to the government to allow for a debate to take place to allow his family have the opportunity to get the answers they need.
Taoiseach Leo Varadkar said that it wouldn't be possible to jail everyone that is on bail in this country.
